libcupt2-dev software package provides alternative front-end for dpkg -- development files, you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcupt2-dev
libcupt2-dev is installed in your system.
Make ensure the libcupt2-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcupt2-dev *
You will get with libcupt2-dev package name, version, architecture and description in a table
